Dr. Al Mulla is one of the UAE’s most prominent legal authorities. He is the Founder and the Executive Chairman of Habib Al Mulla & Co. Dr. Al Mulla has successfully acted on behalf of the Government, top officials and VIPs in a number of cases before local and international fora.

Dr. Al Mulla is the founder of the Financial Free Zones concept and was the architect of the legal structure which led to the establishment of the Dubai International Financial Centre (DIFC) as the first Financial Free Zone in the UAE. Dr. Al Mulla was also the Chairman of the Legislative Committee of the Dubai Financial Services Authority (DFSA). In this capacity he led the preparation and the enactment of all laws regulating financial and related ancillary services conducted in the DIFC.

He is the First Chairman of the DFSA (2003 - 2006), which is the regulator of all financial and ancillary services conducted in the DIFC. Dr. Al Mulla was a member of the UAE Federal National Council (2002-2005), which is the federal parliament of the UAE; during his term he was a member of the Legislative Committee, which is in charge of reviewing all federal legislations, and the Economic Committee, which is in charge of reviewing all fiscal and economic policies of the federation.

Dr. Al Mulla is a strong advocate for modernization of UAE Laws. He is frequently consulted and asked to comment on draft legislations at the federal level as well as in the Emirate of Dubai. He has published many articles on legal and economical topics.
